The competent person failed to remove employees from the hazardous location.    The Earth Movers Excavation Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.651(k)(2), which was contained in OSHA inspection number 1353158, citation number 1, item 1/a and was affirmed as a final order on November 19, 2018, with respect to the workplace located at Starner Gardens Project, Billings, MT, 59105.
