The employer did not provide the Occupational Safety and Health Administration certification of abatement as required for Citation #1, Items #1, #2, #3 & #4 and Citation #2, Item #1 issued February 5, 2020.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his/her work environment to control or eliminate any hazard(s) or other exposure to illness or injury:  Employees engaged in framing activities at the jobsite were exposed to hazards such as falls hazards and struck by hazards.  Employees were exposed in that the employer had not trained employees to recognize and minimize hazards associated with framing work.

29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents:    Employees were exposed to struck-by hazards.  Employees engaged in framing activities were exposed to struck-by hazards while using pneumatic nailers, in that eye protection was not provided.

29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, is not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system:  Employees were exposed to fall hazards.  Employees engaged in framing activities, walking and working at an open wall, were exposed to fall hazards of approximately 35 feet from the unprotected opening to the ground below in that fall protection was not provided.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards.   Employees were exposed to fall hazards.  Employees engaged in framing activities, using a Werner 6 foot ladder, were exposed to fall hazards of approximately 35 feet from the walking surface of the building to the ground below. Employees were exposed in that the ladder safety training had not been provided.
