29 CFR 1926.451(a)(1): Scaffold(s) and scaffold(s) component(s) were not capable of supporting, without failure, its own weight and at least four times the maximum intended load applied or transmitted to it: a) Worksite - On or about October 16, 2019, an employee was working approximately 20 feet in height from the ground on a scissor lift with one foot on the guardrail of the scissor lift and the other on the wall of the building with his harness/lanyard attached to the guardrail he was standing/straddling on. The guardrail was not capable of supporting, without failure, its own weight and at least four times the maximum intended load applied or that could have been transmitted to it in the event the worker fell with the harness/lanyard attached to the guardrail.
