On or about 10/18/2019, at the DC/Carpentry Shop of the USCG Base Detachment Borinquen, the electrical service panel in the area was not readily accessible. The panel was blocked by pieces of metal and a plastic five gallon bucket, placed in the floor below and in front, obstructing access.  NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.
