29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment.  a. On or about 10/18/2019, at the AC&R shop of the USCG Base Detachment Borinquen, the electrical service panel in the area was not readily accessible. The electrical service panel was blocked by a countertop/drawers cabinet, boxes, devices and materials stored in the floor below and in front, obstructing access.  b. On or about 10/18/2019, at the DC/Carpentry Shop of the USCG Base Detachment Borinquen, the electrical service panel in the area was not readily accessible. The panel was blocked by pieces of metal and a plastic five gallon bucket, placed in the floor below and in front, obstructing access.  NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.

29 CFR 1910.253(b)(4)(iii):  An oxygen cylinder in storage was not separated from an acetylene fuel-gas cylinder, a minimum distance of 20 feet (6.1 m) or by a noncombustible barrier at least 5 feet (1.5 m) high having a fire-resistance rating of at least half an hour.  a. On or about 10/18/2019, at the Vehicle Maintenance Shop (VMS) of the USCG Base Detachment Borinquen, oxygen and acetylene compressed gas cylinders, were not separated by adequate distance or barrier while in storage. The cylinders were left together, uncapped and without the anticipation of gas been drawn, for a time period in excess of 24 hours.      NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.

29 CFR 1910.253(b)(1)(ii): A compressed acetylene fuel-gas cylinder was not legibly marked, for the purpose of identifying its content, with either the chemical or the trade name of the gas.   a. On or about 10/18/2019, at the Vehicle Maintenance Shop (VMS) of the USCG Base Detachment Borinquen, a compressed acetylene fuel-gas cylinder was not legibly marked, by means of not readily removable stenciling, stamping, or labeling.   NOTE: Certification and documentation of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c) and (d), respectively.
