29 CFR 1926.963(c)(3): The employer did not ensure the use of distinctly colored safety tape supported waist high with safety signs attached to it, a barrier or barricade physically and visually equivalent to the aforementioned safety tape and signage, or one or more test observers to prevent employees without authorization from entering a temporary test site not guarded by permanent fences and gates:     (a) 2014 Washing Street, Newton, MA (West Parking Garage)    On or about 10/24/2019, high potential testing was conducted on 15 kilovolt medium voltage cables ran from the "Boiler Room Substation" to the "West Garage - New Switch Room" and the test area was not secured to prevent access by unauthorized employees.
