29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) Weather Watch Restoration, Inc., on or about October 29th, 2019, at the location of 1247 West Erie Ave., Lorain, OH, 44052: Employees were using portable extension ladders to access the roof in order to perform residential roofing activities. These ladders did not extend at least three (3) feet above the roof, exposing employees to potential falls of approximately 16 feet to the ground below at the highest point of exposure. Weather Watch Restoration, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1325533, citation number 1, item number 2, and was affirmed as a final order on 08/07/2018, with respect to a workplace located at 1051 Oberlin Ave., Lorain, OH, 44052.
