29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment.  a. On or about 10/30/2019, at the LAN/Server Room of the Social Security Administration Field Office in Toa Alta, PR, two electrical service panels (labeled as PA2 and TP2) in the area were not readily accessible. The electrical service panels were blocked by a combination lock safe box, a fire extinguisher and, at least, four boxes with office supplies. The items were stored in the floor below and in front of the panels, obstructing access.  NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.

On or about 10/30/2019, at the LAN/Server Room of the Social Security Administration Field Office in Toa Alta, PR, one 10-pound, ABC dry chemical, portable fire extinguisher was not readily accessible. Physical access to the extinguisher was hampered by a safe box and office supplies stored in the floor below and in front of the extinguisher, as well as the existing electrical service panel above it.  b. On or about 10/30/2019, next to the office back end emergency exit door, of the Social Security Administration Field Office in Toa Alta, PR, one 10-pound, ABC dry chemical, portable fire extinguisher was not readily accessible. Visual and physical access to the extinguisher was hampered by a four tier black wire shelving unit.
