29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part:  At LOCATION:  On or about 10/29/2019 and at times prior, the employer exposed employees to fall and struck-by hazards due to deficiencies in their program whereas they did not ensure employees and sub-contractor's employees worked at a jobsite free from recognized hazards associated with falls, struck-by, and noise hazards to include daily jobsite inspections to ensure compliance with safety rules and regulations.

29 CFR 1926.451(e)(4)(xii): Guardrails meeting the requirements of paragraph (g)(4) of this section were not provided on the open sides and ends of each landing of a scaffold stair tower:  At BUILDING 7: On or about 10/29/2019 and at times prior, the employer exposed employees to fall hazards at various levels of the stair tower due to lack of guardrails installed on the stair tower landing. Instance 1: 2nd floor.   Instance 2: 3rd floor.   Instance 3: 4th floor.   Instance 4: 5th floor.   Complete Aluminum General Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(4)(xii), which was contained in OSHA inspection number 1160826, citation number 01, item number 002(b), issued on 01/05/2017, with respect to a workplace located at 6805 Gulf of Mexico Drive, Florida 34228, which became a final order on 01/24/2017.
