29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards.  a) 210-212 Delaware Ave, Palmerton, PA:  The employer did not provide each employee performing stucco operations from a fabricated frame scaffolding with training to recognize hazards and to understand the procedures to control those hazards associated with scaffolds. Employees were working from a fabricated frame scaffolding with observed hazardous conditions including inadequate fall protection in place and not fully planked or decked working platforms, on or about November 5, 2019.
