29 CFR 1910.38(c)(5): The employer did not have the minimum element of an emergency action plan that addressed procedures to be followed by employees performing rescue or medical duties:  North grain pit station on or about 4 November, 2019, employees were exposed to injuries and illnesses that occurred onsite, because there were no specific medical/first aid procedures in the emergency action plan that instruct trained employees in the event of an emergency.
