29 CFR 1926.501(b)(13): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest system. On or about October 16, 2019, employees engaged in framing operations were exposed to fall hazards in excess of 6-feet without using any form of fall protection. Jose Rafael Vasquez-Balandran was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1411836, citation number 1, item number 1 and was affirmed as a final order on 11/15/2018 with respect to a workplace located at 5896 Valle Sonnar, EL Paso TX 79932.

29 CFR 1926.503(c)(3); The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section. On or about October 16, 2019, employee engaged in framing operations were exposed to fall hazards in excess of 6-feet due to inadequacies in his protection training.
