29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: Employee(s) were exposed to fall hazards. Employees engaged in roofing activities were exposed to a fall distance of approximately 15 feet from the roof to the ground below. The employees were using ladders that were not extended 3 feet above the upper landing surface in the following instances: a) The ladder in front of the house, west side. extended 2 feet form the eave of the roof. b) The ladder in the middle of the house was extended 1 foot from the eave of the roof. c) The ladder on the far east of the house was extended 1 foot from the eave of the roof.
