29 CFR 1910.106(e)(9)(iii): Combustible waste material and residues in a building or unit operating area were not kept to a minimum, stored in covered metal receptacles and disposed of daily:  (a) On or about November 5, 2019, and at times prior, Flower Subaru did not ensure that combustible waste material and residues in a building were kept to a minimum, stored in covered metal receptacles and disposed of daily. Employees were exposed to fire hazards in that oily rags were kept overnight in cardboard boxes and open 5-gal plastic buckets. Containers with oily rags were not disposed of daily. 29 CFR 1910.157(c)(4): Portable fire extinguishers were not maintained in a fully charged and operable condition:   (a) On or about November 5, 2019, and at times prior, Flower Subaru did not ensure that portable fire extinguishers used by employees were maintained in a fully charged and operable condition. A dry-chemical portable fire extinguisher located and mounted in the detailing area was discharged exposing employees to fire hazards. 29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment:  (a) On or about November 5, 2019, and at times prior, Flower Subaru did not ensure that sufficient access and working space was provided and maintained about electric equipment operating at less than 600 volts. Employees were exposed to electrical hazards in that access to electrical panels throughout the shop was blocked by tools, equipment, and materials. 29 CFR 1910.1200(f)(6): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the information specified under paragraphs (f)(6)(i) through (ii) of this section:  (a) On or about November 5, 2019, and at times prior, Flower Subaru did not ensure that each container of hazardous chemicals was labeled, tagged or marked with specific information regarding the physical and health hazards of each hazardous chemical. Employees were exposed to contact with chemical hazards in that the employer did not properly label containers with hazardous chemicals, including but not limited to spray bottles with chemical components such as dimethyl silicones, glycerin, hydrofluoric acid, and sulfuric acid. These chemicals substances can cause severe burns to eyes and skin upon contact.
