29 CFR 1910.332(b)(1): Practices addressed in this standard. Employees shall be trained in and familiar with the safety-related work practices required by 1910.331 through 1910.335 that pertain to their respective job assignments.    A) On or before November 11 and November 12, 2019, located at the Brown County Gas Power Station facility,  employees calibrating equipment to perform testing on three stationary reciprocating combustion engines were exposed to 7,200 volts had not received specific electrical safety-related work practice training when working near overhead power lines.

29 CFR 1910.335(a)(2)(ii): Protective shields, protective barriers, or insulating materials shall be used to protect each employee from shock, burns, or other electrically related injuries while that employee is working near exposed energized parts which might be accidentally contacted or where dangerous electric heating or arcing might occur. When normally enclosed live parts are exposed for maintenance or repair, they shall be guarded to protect unqualified persons from contact with the live parts.    A) On November 11, 2019, located at the Brown County Gas Power Station facility, an employee was exposed to electrical hazards while calibrating equipment to perform air emission testing on three stationary reciprocating combustion engines that was not provided protective shields, protective barriers, or insulating material to protect from accidental contact while operating a telescopic boom lift within 10 feet of an inside phase 9.9/34.5 kV three-phase line located on the 7200V line overhead power line.     B) On November 12, 2019, located at the Brown County Gas Power Station facility, an employee was exposed to electrical hazards while performing air emission testing on three stationary reciprocating combustion engines that was not provided protective shields, protective barriers, or insulating material to protect from accidental contact while operating a telescopic boom lift within 10 feet of an inside phase 9.9/34.5 kV three-phase line located on the 7200V line overhead power line.

29 CFR 1910.333(c)(3): "Overhead lines." if work is to be performed near overhead lines, the lines shall be deenergized and grounded, or other protective measures shall be provided before work is started. If the lines are to be deenergized, arrangements shall be made with the person or organization that operates or controls the electric circuits involved to deenergize and ground them. If protective measures, such as guarding, isolating, or insulating, are provided, these precautions shall prevent employees from contacting such lines directly with any part of their body or indirectly through conductive materials, tools, or equipment.    A) On November 11, 2019, located at the Brown County Gas Power Station facility, an employee calibrating testing equipment to perform air emission testing on three stationary reciprocating combustion engines located at Brown County Gas Power Station facility was operating a telescopic boom lift 60 out while exposed to 7,200 volts of overhead power lines that had not been deenergized and/or other protective measures such as guarding, isolating, or insulating, was taken to prevent making contact with the power lines prior to the employee performing the work.        B) On November 12, 2019, located at the Brown County Gas Power Station facility, an employee performing testing air emission testing on three stationary reciprocating combustion engines located at Brown County Gas Power Station facility was operating a telescopic boom lift made contact with the 19.3/13. kv centerline of the 7,200 volts of overhead power lines that had not been deenergized and/or other protective measures such as guarding, isolating, or insulating, taken to prevent making contact with the power lines prior to the employee performing the work.

29 CFR 1910.333(c)(3)(i)(A): When an unqualified person is working in an elevated position near overhead lines, the location shall be such that the person and the longest conductive object he or she may contact cannot come closer to any unguarded, energized overhead line than the following distances:  For voltages to ground 50kV or below - 10 feet (305 cm);    A) On November 11, 2019, located at the Brown County Gas Power Station facility, an employee was calibrating equipment to perform air emission testing on three stationary reciprocating combustion engines operating a telescopic boom lift within 10 feet of an inside phase 9.9/34.5kV three-phase line located on the 7200V line overhead power line.     B) On November 12, 2019, located at the Brown County Gas Power Station facility, an employee was performing air emission testing on three stationary reciprocating combustion engines while operating a telescopic boom lift within 10 feet of an inside phase 9.9/34.5kV three-phase line located on the 7200V line overhead power line.
