29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  On or about 11/14/2019 at 5750 Austin Garner, Sugar Hill, GA, where the employer failed to conduct frequent and regular inspections of the jobsite.   a. Roofers were observed exposed to fall hazards of over 17-feet to the lower level where no fall protection was available on site.  b. Roofers were observed exposed to fall hazards of over 15-feet to the lower level while utilizing a folded step ladder, laying on the roof being used as a working surface.  c. Workers on the ground were observed exposed to struck-by hazards where the use of hard hats was not enforced where overhead hazards existed.   d. Roofers were observed exposed to fall hazards of 12-feet to the lower level where no fall protection was available on site.
