29 CFR 1926.503(a)(1): ("Training Program.") The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. The employer did not provide an effective training program for employees performing framing work from a residential floor structure and exposed to potential fall heights of 12'8" above ground level.

29 CFR 1926.20(b)(2): (Accident prevention responsibilities.) Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On Nov. 13, 2019, located at a residential structure, there were no frequent and regular inspections being performed by a competent person in that employees were: utilizing reciprocating saws to cut wood without wearing eye protection; working underneath overhead hazards without wearing head protection; working near an unguarded wall opening on the second floor structure; using a fixed stairway with five risers that did not have at least one handrail; working near unprotected sides and edges of stairway landings that did not have guardrails installed; using an extension cord with damaged outer jacket to power a circular saw; and performing framing work at the edge of a second story floor structure with unprotected sides and edges while not utilizing a fall protection system and exposed to potential fall heights of 12'8" above ground level. Framing & Building Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 1227265, citation number 1-1, item a and was affirmed as a final order on 08/08/2017, with respect to a workplace located at 3776 Acadia Lane, Lebanon OH 45036. Framing & Building Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 1237329, citation number 1, item number 1 and was affirmed as a final order on 11/24/2017, with respect to a workplace located at 6454 Coach Light Cir, Hamilton OH 45011.
