29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed; the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: (a) On or about November 19, 2019, four employee(s) were using a Werner aluminum extension ladder placed on the left side of the house located at 14853 Germantown Lane, Frisco, TX. The ladder was only approximately eighteen (18) inches above the roofline thereby exposing the employee(s) using it to a fall hazard of approximately ten (10) feet to the ground below.
