Employees who access the decking to perform tasks, such as replacing return rollers, were exposed to fall hazards.

29 CFR 1910.28(b)(11)(ii): Each flight of stairs having at least 3 treads and at least 4 risers was not equipped with stair rail systems and handrails as required in Table D-2 of this standard.    GenOn Energy Services, LLC - Avon Lake, Ohio: On or about November 13, 2019, employees were exposed to trip/fall hazards in that a handrail was not provided on least one side of the stairway located at the AP conveyor belt.  The stairway is used to gain access between the Unit 9 Coal Bunker and North Transfer Tower.
