29 CFR 1926.453(b)(2)(iv): Employees shall always stand firmly on the floor of the basket, and shall not sit or climb on the edge of the basket or use planks, ladders, or other devices for a work position. a) On or about November 19, 2019, an employee climbed out of the bucket of the telescoping boom onto the roof to install the siding in the front of Building 1 approximately 30 feet high without fall protection, exposing employees to a fall hazard. b) On or about November 19, 2019, an employee climbed out of the bucket of the telescoping boom onto the roof to install the siding in the rear of Building 1 approximately 30 feet high without fall protection, exposing employees to a fall hazard.

29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction 6 feet (1.8 m) or more above lower levels were not protected from falling by the use of guardrail systems, safety net systems or personal fall arrest systems nor was an alternative fall protection plan which meets the requirements of 1926.502(k) developed and implemented: a) On or about November 19, 2019, an employee was installing the siding on the roof in the front of Building 1 approximately 30 feet high without fall protection, exposing employees to a fall hazard. b) On or about November 19, 2019, an employee was installing the siding on the roof in the rear of Building 1 approximately 30 feet high without fall protection, exposing employees to a fall hazard. The Rigoberto Torres Campuzano company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1360636, citation number 1, item number 2 and was affirmed as a final order on January 15, 2019, with respect to a workplace located at 25500 Westheimer Pkwy, Katy, TX 77494.
