29 CFR 1910.28(b)(15): The employer did not ensure each employee on a walking-working surface 4 feet (1.2 m) or more above a lower level was protected from falling:    Or in the alternative;    Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards:    (a)   On or about November 30 2019, for the employee who fell from a height of approximately 25 feet while climbing the articulating boom of a deicing unit in order to troubleshoot the boom controls that were malfunctioning at or near 2400 North Broadway in Minot, North Dakota.

29 CFR 1910.30(a)(3)(ii): The employer did not train each employee in the procedures to be followed to minimize the fall hazards in the work area:  (a)   On or about November 30, 2019, for the employee who was allowed to climb the articulating boom of a deicing unit while troubleshooting a malfunction of the boom controls and fell from a height of approximately 25 feet  at or near 2400 North Broadway in Minot, North Dakota.
