Employees were installing shingles approximately 12 feet above a lower level. Employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system. The employees were observed on the roof of the building utilizing ropes and rock climbing ascending devices while hooked up in the front pelvic area.
