In the alternative,   29 CFR 1926.453(a)(1):  The Aerial lift was not designed or constructed in accordance with the applicable requirements of the American National Standard for "Vehicle Mounted Elevating and Rotating Work Platforms," A92.2-1969:  The employer did not ensure that the platform used by a worker and supported by the LULL Model 644B-42, Rough Terrain Telehandler Forklift, Serial Number 00Z24N22-1329, was designed to meet the requirements of ANSI A92.2-1969.
