29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards. Jobsite: The employer did not ensure through providing training and information that an employee required to use a 21-foot aluminum extension ladder (ladder) to access a gutter of a residential single-family house was using the ladder safely at all times and understand the procedures to be followed to minimize and correct hazards. On or about 6 December 2019, the employee fell off the ladder approximately 5 feet to the ground while conducting gutter cleaning task.
