29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: Worksite located at 610 Bolivar St., Jefferson City, Missouri- Employees were exposed to fall hazards in that employees were using step ladders to access the top of the walls and were stepping up on the top two steps of the ladders. Stepladders can easily topple when accessing or egressing off of a structure.
