29 CFR 1910.134(f)(1): The employer shall ensure that employees using a tight-fitting facepiece respirator pass an appropriate qualitative fit test (QLFT) or quantitative fit test (QNFT) as stated in this paragraph. Employees were not provided with a qualitative fit test (QLFT) or quantitative fit test (QNFT) prior to being required to wear a Trudsafe 3 in 1 Function Supplied Air Fed Full-Face respirator while performing powder coating in a spray booth. Powder Kote Industries (PKI, Inc.) was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.134(f)(1), which was contained in OSHA inspection number 1370300, citation number 1, item number 2d and was affirmed as a final order on March 28, 2019, with respect to the workplace located at 4500 Reading Rd, Cincinnati, OH 45229.

29 CFR 1910.1000(a)(2): Other substances -- 8-hour Time Weighted Averages. An employee's exposure to any substance in Table Z-1, the exposure limit of which is not preceded by a "C", shall not exceed the 8-hour Time Weighted Average given for that substance any 8-hour work shift of a 40-hour work week. 1) On December 17, 2019, an employee operating a spray gun in the powder coat booth was exposed to an 8-hour time weighted average concentration of 28.89mg/cubic meter of Total Dust which exceeded the permissible exposure limit by 209% during a sample period of 391 minutes. Zero exposure was used for the unsampled portion of the shift. 2) On December 17, 2019, an employee operating a spray gun in the powder coat booth was exposed to an 8-hour time weighted average concentration of 25.39mg/cubic meter of Total Dust which exceeded the permissible exposure limit by 169% during a sample period of 286 minutes, Zero exposure was used for the unsampled portion of the shift. 29 CFR 1910.1000(e): To achieve compliance with paragraphs (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and/or technical measures used for this purpose must be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with 1910.134. [71 FR 16673, April 3, 2006] a) When employees were exposed to Total Dust at 209% of the permissible exposure limit, feasible administrative or engineering controls, such as, but not limited to, rotating metal parts to be sprayed or getting longer spray gun extensions, were not used to reduce the exposure to below the permissible exposure limit. b) When employees were exposed to Total Dust at 169% of the permissible exposure limit, feasible administrative or engineering controls, such as, but not limited to, rotating metal parts to be sprayed or getting longer spray gun extensions, were not used to reduce the exposure to below the permissible exposure limit.
