Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.      a) On or about 12/19/2019 there was no designated competent person at this job site, to maintained material and equipment; such as fall protection systems was being utilized.

29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems.        a) On or about 12/19/2019 employees were framing a new roof at a commercial property. Employees were not utilizing fall protection system, while working above 25 ft. from the ground.

29 CFR 1926.502(d)(15)(i): Personal fall arrest systems. Anchorages used for attachment of personal fall arrest equipment shall be independent of any anchorage being used to support or suspend platforms and capable of supporting at least 5,000 pounds (22.2 kN) per employee attached, or shall be designed, installed, and used as follows: as part of a complete personal fall arrest system which maintains a safety factor of at least two;          a) On or about 12/19/2019, the employer did not ensure that his employee was connected to a proper anchor point. The height of the fall hazard was measure at greater than 25 ft.

29 CFR 1926.503(a)(1): The following training provisions supplement and clarify the requirements of 1926.21 regarding the hazards addressed in Subpart M of this part. Training program. The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.          a) On or about 12/19/2019 employees have not been trained on fall protection systems and on hazards of falls, while working at heights greater than 25 ft.
