29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph. a) Building #3, The Collection at Morristown, Gerhard Place, Morristown, NJ. Subcontractor employees were exposed to falls of up to 30 feet to the ground below from potential collapse or tipping of the fabricated frame scaffold as the scaffold was not tied in to the building which requires a tie-in at the 20 foot height given the 5 foot width of the scaffold. Violation observed on or about 12/21/2019.
