29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:    (a) On or about December 30, 2019, the employer did not have an established energy control program to protect employees engaged in servicing, repair, and installation of HVAC equipment from unexpected energizing, startup or release of stored energy while engaged in authorized work activity. This exposes employees to crushing, struck-by, and caught-in hazards.

Electrical safety-related work practices to be employed, include, but is not limited to electrical hazard evaluation, testing and verification procedures, lock out of electrical circuits, and use of personal protective equipment.
