29 CFR 1926.20(b)(2): General Safety and Health Provisions: Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. The employer had not ensured a competent person inspect a re-roofing and sheet metal jobsite at 2450 Esquire Drive, Beavercreek, during the month and a half since the project began to ensure compliance with fall protection standards.

29 CFR 1926.501(b)(11): Duty to have fall protection; "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. On December 30, 2019 at 2450 Esquire Dr., Beavercreek, a two-story commercial building, a sheet metal employee was exposed to a 10 ft. fall hazard while installing a 20 ft. section of 5 inch width flashing on the upper section of the 6/12 steep pitch lower roof without utilizing any fall protection.
