OSH Act of 1970, Section 5(a)(1): The employer did not furnish employment and a place of employment which is free from recognized hazards that are causing or likely to cause death or serious physical harm to employees in that an employee was exposed to the hazard of being caught between a retaining wall and moving railroad cars.  Violation occurred on or about January 2, 2020.  Among other methods, one feasible and acceptable method to correct these hazards is to develop detailed written procedures and training on a safe method for moving railroad cars, and fully document the training on such procedures before such employees are authorized to be a spotter or loader operator for moving rail cars.
