29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: Residential roof: On or about January 8, 2020, employees were observed working on a residential roof without utilizing a fall protection system. This condition exposed employees to fall hazards greater than 6-feet to the ground below. Apache Roofing was previously cited for a violation of this Occupational Safety and Health Standard or it's equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 1079636, citation number 1, item number 1 and was affirmed as a final order on April 7, 2016, with respect to a workplace located at 6605 Tarascas El Paso, TX. Apache Roofing was previously cited for a violation of this Occupational Safety and Health Standard 1926.501(b)(13), which was contained in OSHA inspection number 1123436, citation number 1, item number 1 and was affirmed as a final order on October, 23, 2015, with respect to a workplace located at 10000 Pheasant El Paso, TX.

Construction site: On or about January 8, 2020, the employer did not ensure that employees working on a two story residential roof retained the requisite understanding or skill for safe work practice. This condition exposed employees to fall hazards greater than 6-feet to the ground below.
