29 CFR 1917.50(a): The employer used a material handling device listed in 29 CFR 1917.50(c) before ascertaining that the device had been certificated, as evidenced by current and valid documents attesting to compliance with the requirements in 29 CFR 1917.50(b) in that:    (a) on or about 1/14/2020 workers on the dock and boats at 3710 NW Front Ave, Portland, Oregon were exposed to struck by hazards from a shore crane which was not certificated to be safe as documented by an OSHA-71 form.
