29 CFR 1910.1200(b)(4)(iii): In work operations where employees only handle chemicals in sealed containers which are not opened under normal conditions of use, the employer did not ensure that employees were provided with information and training in accordance with 29 CFR 1910.1200(h) to the extent necessary to protect them in the event of a spill or leak of a hazardous chemical for a sealed container: (a) U.S. Postal Service at 34301 9th Avenue South Federal Way, WA; On or about January 7, 2020; A Shur-Spray Automatic Chemical Sprinkler was leaking carbon tetrachloride and it was mis-labeled as non-hazardous when removed from the mail processing system. (b) U.S. Postal Service at 34301 9th Avenue South Federal Way, WA; On or about January 7, 2020; The Supervisor did not obtain a safety data sheet for carbon tetrachloride as soon as possible after a package containing a Shur-Spray Automatic Chemical Sprinkler was leaking carbon tetrachloride. (c) U.S. Postal Service at 34301 9th Avenue South Federal Way, WA; On or about January 7, 2020; Employees were not wearing the proper personal protective equipment to clean up carbon tetrachloride when a Shur-Spray Automatic Chemical Sprinkler was leaking carbon tetrachloride in the mail processing system.
