29 CFR 1926.850(e): The employer did not determine if any type of hazardous chemicals, gases, explosives, flammable materials, or similarly dangerous substances were used in any pipes, tanks, or other equipment on the property. When the presence of any such substances was apparent or suspected, the employer did not perform testing and purging to eliminate the hazard before demolition was started. At a worksite located at 1983 State Line Rd, Joplin, MO: Workers were exposed to potentially toxic or hazardous substances. This was demonstrated on July 25, 2019 when workers were demolishing a series of silos in preparation for the installation of a new cupola emissions control system. During the demolition of the silos, a release of materials occurred as materials had not been fully removed from the silo. The employer failed to determine if any of the materials in the silos would be hazardous if exposed to workers. In addition, complete purging was not performed to eliminate the hazardous chemicals before the removal of the silos took place.
