29 CFR 1926.453(b)(2)(v): "Specific requirements." Extensible and articulating boom platforms. A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. a) On or about January 30, 2020, an employee was exposed to a 19.3 ft. fall hazard while operating an articulating boom platform to frame and install siding on a commercial building without a fall protection system in place.

29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable: 1926.454(a)(1) The nature of any electrical hazards, fall hazards and falling object hazards in the work area. a.) On or about January 30, 2020, an employee was not trained to recognize fall hazards such as, but not limited to, an 19.3 ft. fall hazard while operating an articulating boom platform nor was he trained on when to utilize a fall protection system.
