29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph: Dicks Sporting Goods Buildout - 435 Westgate Drive, Brockton, Massachusetts - Employees were engaged in laying a brick façade to the front and side of the building from supported scaffolding where the height to base width was greater than a four to one (4:1) ratio without restraint exposing employees to falls and struck-by hazards.

29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section: Dick's Sporting Goods Buildout - 435 Westgate Drive, Brockton, Massachusetts - Employees were exposed to falls of approximately thirteen (13) feet six (6) inches to the concrete and ground below while engaged in laying a brick façade to the front and side of the building from a supported scaffolding without fall protection. B & B Commercial Masonry, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1403164, citation number 1, item number 2, and was affirmed as a final order on August 29, 2019, with respect to a workplace located at 16 Laurel Street, Everett, Massachusetts.
