29 CFR 1910.178(k)(1): The employer did not ensure wheel chocks were placed under the rear wheels of highway trucks to prevent the trucks from rolling while they were boarded with powered industrial trucks:    (a)Farmers Union Industries, LLC dba Performance Pet Products at 1801 Van Dyke Drive, Mitchell, SD 57301: On or about and at times prior to February 11, 2020, the employer did not ensure two semi trailers located at the receiving dock were secured with wheel chocks or other positive locking devices to prevent movement of trailer and dockboards when entered by a powered industrial truck. Multiple instances were identified where the trailer moved causing the dockboard to shift while being loaded or unloaded. This condition exposed employees to fall hazards.     Abatement Note: To assist in the prevention of accidents, employers must set safe work practices for employees involved in trailer-to-dock operations and enforce those rules consistently. Employers must implement a system to ensure that truck drivers do not pull away while powered industrial trucks are loading or unloading.  Employers must also have a system in place to secure trailers to eliminate creep away from dock while loading or unloading.
