29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On February 14, 2020, located on the east side of a flat commercial roof, an employee was exposed to a fall hazard while standing at the edge of the roof and providing hand signals to a crane operator to lift an air handler to the roof without an adequate fall protection system. Potential fall height measured to be 18 feet.

29 CFR 1926.502(a)(2): Employers shall provide and install all fall protection systems required by this subpart for an employee, and shall comply with all other pertinent requirements of this subpart before that employee begins the work that necessitates the fall protection. (A) Guardrail Systems; (B) Safety net systems; or (C) Personal Fall Protection Systems, such as personal fall arrest, travel restraint, or positioning systems. On February 14, 2020, located on the East side of a commercial roof, the employer failed to install a fall protection system before employees began work installing an HVAC unit on a flat roof where there was exposure to a fall hazard. Potential fall height measured to be 18 feet.
