29 CFR 1910.178(m)(7): Brakes were not set and wheel blocks were not in place to prevent movement of trucks, trailers, or railroad cars while loading and unloading: On and before February 13, 2020, brakes were not set and wheel blocks were not put in place to prevent trailer/dock separation from induced movement from powered industrial vehicles (forklifts) entering and exiting the trailers, and to prevent intentional relocation of the trailers before the loading and unloading operations were complete.
