29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about February 25, 2020 the employer failed to clearly identify all of the specific steps to be followed by employees to isolate and disable the equipment in the Industrial Fabrications in order to safely de-energize the equipment and control the energy hazards and to prevent unintentional exposure to hazardous energy. The current procedures lacked the following: 1. The purpose, scope and authorization of the energy control procedure(s); 2. Identify the steps to take in order to ensure residual and/or stored energy has been removed; and 3. Specific steps to verify and test that de-energization and isolation has been accomplished.
