29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used.    a) At the construction site, employees engaged in bricklaying operations from the top level of a scaffold did not have a means of access or egress and were exposed to an unprotected fall in excess of ten feet to the ground below.

29 CFR 1926.59:  An employer engaged in construction activities did not comply with the requirements set forth in Part 1910, Section 1200, Hazard Communication:  a) At the construction site, employees engaged in masonry work were not provided Hazard Communication while working with materials and exposed to adverse health effects  Rogelio Ramos Masonry was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.59, which was contained in OSHA inspection number 1182297, citation number 1, item number 1, and was affirmed as a final order on December 8, 2016, with respect to a workplace located at 4911 119th Street, Lubbock, Texas 79424.
