29 CFR 1926.451(f)(14): Makeshift devices, such as but not limited to boxes and barrels, were used on top of scaffold platforms to increase the working level height of employees: a) South Woodshop Ave and King Ave, Billings, MT, 59106: On or about March 05, 2020, and at times prior, employees were exposed to fall hazards of approximately 16 feet 8 inches while setting trusses to a newly constructed building from the Genie GS-1930 Scissor Lift. The manufacturer provided guardrail system was used to increase the working level height and to gain access to the top plate.

The employees were walking and sitting on the top of the framed wall.
