29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    Genesis Construction, Inc. located at 1449 Adams Place, Louisville, CO 80027:  On or before March 03, 2020, the controlling employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections on the job-site, materials, and equipment; conducted by a competent person.  Three subcontractor employees were working next to the edge of the roof of a two story, split level, residential home without the use of a fall protection system.  The subcontractor employees were removing and replacing shingles on a pitched roof. This condition exposed employees to a fall hazard of at least 10-20 feet to the ground below.
