29 CFR 1926.452(c)(4): Where uplift can occur which would displace scaffold end frames or panels, the frames were not locked together vertically by pins or equivalent means:  a) Fabricated Scaffold System: On or about February 26, 2020 and at times prior thereto, the employer did not ensure the stacked scaffolding frames were pinned together when an all-terrain forklift was used to lift a mortar bin and palletized bricks on the scaffolding system which exposed employees to, but not limited to, falls up to 13 feet and being struck by collapsing scaffolding components and construction materials.
