29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used:  a)  At 3206 Dolphin Dr., Laguna Key, Gulf Shores, Alabama:  On or about March 17, 2020 and at times prior; the employer allowed his employees to use the side of the scaffold as a ladder to access the fourth buck of the scaffold exposing his employees to a fall hazard of up to 24 feet 7 inches to the ground below.
