29 CFR 1926.452(c)(4): End frames of tubular welded frame scaffolding were not locked together vertically by use of pins or equivalent means in areas where uplift could occur:  On or about 3/19/2020 at 4285 Jim Moore Road Dacula, GA where the Competent person failed to enforce the use of connecting pins.  Sub-contracted workers were observed performing masonry activities and exposed to 11-foot fall hazards to the lower level where connecting pins were not installed or available onsite and a forklift was in-use to lift materials to the upper levels of the scaffold.
