29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  a) On or about April 3, 2020, the controlling employer, Encora Homes, did not conduct frequent and regular inspections of the jobsite so as to ensure subcontracted employees were protected from fall hazards.  Due to inclement weather, icy roof conditions and poor utilization of fall protection during required construction activities, a subcontracted employee fell approximately 13 feet from roof to ground and sustained major back injuries.     Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
