29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes: how the criteria specified in 29 CFR 1910.1200(e)(1)(i), (e)(1)(ii), (g), and (h) will be met: (Construction Reference: 1926.59)    On or about April 3, 2020, employees were using gasoline to power a generator at the site of a new residential construction, located at Lot #3, Beechmont Circle, in Swansea, IL.  The gasoline was in a red fuel container, approximately 20 gallons in size.      A.  The employer did not develop, implement, and/or maintain a written hazard communication program, which identified a list of hazards chemicals known to be present using a product identifier that is referenced on the appropriate safety data sheet.    B.  The employer did not develop, implement, and/or maintain a written hazard communication program, which identified the methods the employer will use to inform employees of the hazards of the hazards of non-routine tasks.    C.  The employer did not develop, implement, and/or maintain a written hazard communication program, which identified the location of safety data sheets.    D. The employer did not develop, implement, and/or maintain a written hazard communication program, which identified how employees would be trained on gasoline use in work areas.

Roofing materials were scattered across the top roof, with no implemented protective measures to prevent materials from falling onto the workers on the lower level.
