On or about May 12, 2020, the employer had not determined the resultant load capacity reduction for steel reinforced concrete slab floors on all levels of the recovery boilers building where spalling, chemical erosion, and disintegration of concrete had resulted in deep cracks or entirely exposed the steel reinforcement matrix.
