29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provide for frequent and regular inspections of the job site, materials and equipment to be made by competent persons designated by the employers.    Located along various areas of the of the residential structure there was no frequent and regular inspection program being maintained by a competent person knowledgeable of residential fall protection and stair way fall protection requirements to ensure the jobsite, materials and equipment such as fall protection devices, systems or other regulation compliant methods were being maintained and utilized in a safe condition to protect employees from residential truss framing fall hazards in excess of 20 feet and stairway fall hazards in excess of 8 feet.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with one handrail and one stairrail system along each unprotected side or edge:   Located along the central interior area of the residential structure framing employees were observed utilizing an approximate seven step set of stairs from the landing to the second floor which was not protected by standard stair railings on one unprotected side or edge exposing employees to a fall potential in excess of 8 feet.

29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.   Located along various front, rear areas of the residential structures perimeter exterior stud wall top plate and interior lower truss cords framers were observed performing truss erection framing associated activities without conventional fall protection and exposed to fall potentials in excess of 20 feet from perimeter exterior stud wall top plates and fall potentials in excess of 8 feet from interior lower truss cords.  Ramis Framing, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard CFR 1926.501 (b)(13), which was contained in OSHA Inspection Number 1342911, Citation Number 1, Item Number 1, Issued on 11/05/2018, with respect to a workplace located at 2789 Blueflag St. Tipp City, OH 45371. This citation became final on 1/30/2019.
